Bu s\u00fcre\u00e7, \u00e7evresel zararlar\u0131 en aza indirgemek i\u00e7in planlanm\u0131\u015f bir mekanizmad\u0131r ve genellikle a\u015fa\u011f\u0131daki a\u015famalardan olu\u015fur:<\/p>\n\n\n\n<p><strong>1. Bu dosya, \u00c7ED s\u00fcrecinin ba\u015flat\u0131lmas\u0131na temel olu\u015fturur.<\/li><li>Proje sahibi, projeyi \u00c7ED y\u00f6netmeli\u011fi kapsam\u0131nda de\u011ferlendirilebilecek bir proje olarak sunar.<\/li><\/ul>\n\n\n\n<p><strong>2. \u00c7ED Gerekli Olup Olmad\u0131\u011f\u0131n\u0131n Belirlenmesi<\/strong><\/p>\n\n\n\n<ul><li>Proje Tan\u0131t\u0131m Dosyas\u0131, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131&#8217;na veya \u0130l M\u00fcd\u00fcrl\u00fcklerine sunulur.<\/li><li>Bakanl\u0131k, projenin \u00e7evresel etkilerini de\u011ferlendirerek, projenin \u00c7ED raporu al\u0131p almayaca\u011f\u0131na karar verir. E\u011fer proje, \u00c7ED raporu gerektirmiyorsa, bu s\u00fcre\u00e7 sonlan\u0131r.<\/li><\/ul>\n\n\n\n<p><strong>3. \u00c7ED Y\u00f6netmeli\u011fine G\u00f6re De\u011ferlendirme<\/strong><\/p>\n\n\n\n<ul><li>E\u011fer proje \u00c7ED raporu gerektiriyorsa, proje i\u00e7in bir <strong>\u00c7ED raporu<\/strong> haz\u0131rlanmas\u0131 istenir.<\/li><li>Proje, \u00e7evresel, sosyal ve ekonomik etkiler a\u00e7\u0131s\u0131ndan detayl\u0131 bir \u015fekilde incelenir.<\/li><\/ul>\n\n\n\n<p><strong>4. \u00c7ED Raporunun Haz\u0131rlanmas\u0131<\/strong><\/p>\n\n\n\n<ul><li><strong>\u00c7ED raporu<\/strong>, projelerin \u00e7evresel etkilerini inceleyen kapsaml\u0131 bir belgedir. Bu rapor, a\u015fa\u011f\u0131daki unsurlar\u0131 i\u00e7erir:<ul><li>Projenin detayl\u0131 tan\u0131m\u0131 ve konumu<\/li><li>\u00c7evresel etki analizi (su, hava, toprak, biyolojik \u00e7e\u015fitlilik gibi unsurlar \u00fczerindeki etkiler)<\/li><li>Proje s\u00fcresince ortaya \u00e7\u0131kacak olas\u0131 \u00e7evresel etkiler<\/li><li>\u00c7evresel etkileri \u00f6nlemek veya hafifletmek i\u00e7in al\u0131nacak \u00f6nlemler<\/li><li>Alternatif senaryolar\u0131n de\u011ferlendirilmesi<\/li><li>Sosyal ve ekonomik etkiler<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>5. Halk\u0131n Kat\u0131l\u0131m\u0131 Toplant\u0131s\u0131<\/strong><\/p>\n\n\n\n<ul><li>\u00c7ED raporunun haz\u0131rlanmas\u0131ndan sonra, halk\u0131n g\u00f6r\u00fc\u015flerinin al\u0131nmas\u0131 i\u00e7in bir <strong>halk\u0131n kat\u0131l\u0131m\u0131 toplant\u0131s\u0131<\/strong> d\u00fczenlenir.<\/li><li>Bu toplant\u0131ya yerel halk, sivil toplum kurulu\u015flar\u0131, uzmanlar ve ilgili di\u011fer taraflar kat\u0131labilir.<\/li><li>Kat\u0131l\u0131mc\u0131lar, projeyle ilgili endi\u015felerini dile getirebilir ve \u00f6nerilerde bulunabilirler.<\/li><\/ul>\n\n\n\n<p><strong>6. \u00c7ED Raporunun \u0130ncelenmesi<\/strong><\/p>\n\n\n\n<ul><li>\u00c7ED raporu, ilgili bakanl\u0131k ve uzmanlar taraf\u0131ndan detayl\u0131 bir \u015fekilde incelenir.<\/li><li>\u0130nceleme s\u00fcrecinde, raporun eksiklikleri ve do\u011fruluklar\u0131 denetlenir. Gerekirse rapor \u00fczerinde d\u00fczeltme veya eklemeler yap\u0131labilir.<\/li><\/ul>\n\n\n\n<p><strong>7. \u00c7ED Olumlu veya Olumsuz Karar\u0131n\u0131n Verilmesi<\/strong><\/p>\n\n\n\n<ul><li>\u00c7ED raporunun incelenmesinin ard\u0131ndan, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131, projeye dair <strong>olumlu<\/strong> ya da <strong>olumsuz<\/strong> bir karar verir.<ul><li><strong>Olumlu \u00c7ED Karar\u0131<\/strong>: Projenin \u00e7evresel etkilerinin kabul edilebilir d\u00fczeyde oldu\u011fu ve gerekli \u00f6nlemlerin al\u0131naca\u011f\u0131 kabul edilirse, proje i\u00e7in izin verilir.<\/li><li><strong>Olumsuz \u00c7ED Karar\u0131<\/strong>: \u00c7evresel etkiler b\u00fcy\u00fckse ve olumsuz etkileri azaltmak i\u00e7in yeterli \u00f6nlem al\u0131nam\u0131yorsa, proje durdurulur.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>8.
